Meagan Davis is a Senior Scientist for ToxStrategies’ Foods & Consumer Products Practice, and is based in Houston, TX. She has broad experience in the regulation of animal feeds, feed manufacturing, and animal-feed labeling, having served with state and federal regulatory agencies and industry associations for 12 years. Ms. Davis has formed working relationships with key individuals in the regulated industries, within the FDA’s Center for Veterinary Medicine (CVM), and among regulators in multiple state and related federal agencies. She also has worked extensively within the Association of American Feed Control Officials (AAFCO), serving as a director on the Association’s Board; interacting with regulatory personnel; presenting training sessions, workshops, and seminars; and attending conventions and field days.
Ms. Davis has extensive knowledge of federal and state labeling and registration requirements for livestock feeds, pet foods, and feed ingredients and is considered a subject-matter expert in the field of labeling compliance. She has extensive experience in label reviews and has presented on various labeling topics in workshops and training sessions for both the regulated industry and state feed-program staff.
Ms. Davis also has substantial experience interpreting state and federal regulations that apply to animal feeds, especially with regard to compliance enforcement actions. Additionally, she has substantial experience with the Food Safety Modernization Act (FSMA), Current Good Manufacturing Practices (CGMPs), and other federal regulations that apply to animal feeds and animal feed manufacturers. Ms. Davis has conducted and reviewed inspections of animal feed manufacturing facilities under both state and federal authority and has practical compliance experience in a variety of feed manufacturing and distribution facilities.
