The authors of this rebuttal find it unfair and unbalanced that the Letter to Editors (LTE) written by Rasmussen et al. was published by RTP without informing the original authors, as per Editorial Guidelines; thus, our belated response. The issues raised in Rasmussen et al. (2024) Letter to Editors (LTE) go far beyond the content of the Henderson et al. (2014) paper. The LTE mostly focuses on an OECD project to develop a Test Guideline (TG) that was led by the European Commission (OECD, 2024), without the involvement of most of the authors of Henderson et al. (2014). While we can clarify the comments on Henderson et al., the documents pertaining to the OECD project remain classified on request from the LTE authors (representing Canada and UK), which makes it difficult for RTP readers to fully understand and explore the issues.
