Advancing animal-free environmental safety assessments: Development and application of an integrated next generation risk assessment (NGRA) framework. Presentation 5.09.T-02, SETAC North America 47th Annual Meeting, Montreal, Canada, November 2026.
Abstract
Given the increasing global emphasis on holistic, integrated environmental safety assessments, the International Collaboration on Cosmetics Safety (ICCS) has convened a multidisciplinary activity team to develop an environmentally focused, exposure-led, hypothesis-driven Next Generation Risk Assessment (NGRA) framework for cosmetic ingredients. The framework is intended to leverage exposure, including spatially explicit models, New Approach Methodologies (NAMs), mechanistic data, and multiple lines of evidence to improve environmental safety evaluation without reliance on animal testing. Recognizing the complexity of integrating diverse environmental data streams into a single assessment paradigm, this work will identify opportunities to incorporate ecotoxicological, mechanistic, and exposure-related information into a scientifically robust environmental safety assessment framework that focuses on the protection of the ecosystem rather than the prediction of individual species toxicity. A landscape review of existing environmental and NAM-based assessment frameworks was conducted to identify current approaches, areas of overlap, and key scientific gaps relevant to the development of the framework presented herein. Through the development of a new NGRA framework and application of case studies, this project aims to improve understanding of how existing tools can be integrated to support scientifically robust, animal-free environmental safety assessments. This presentation will describe the approach used to develop the draft framework and walk through initial findings from a first case study used to “stress-test” the framework and highlight key scientific and practical challenges encountered during the process.
