ChemFORWARD is a not for profit organization (NGO) that houses a centralized online platform of chemical hazard assessments (CHAs) designed to support users in selecting safer chemical ingredient alternatives for use in products in a variety of industry sectors, including cosmetics, electronics, food packaging, and plastic additives. In populating the human health and environmental endpoints that comprise the CHAs in this repository, New Approach Methods (NAMs), including structure activity and other in silico models, read-across and grouping methods, are increasingly being used to address data gaps. The cosmetics sector has been at the forefront of this effort, as the California Cruelty-Free Cosmetics Act and the European Cosmetics Directive are driving demand for toxicological assessments based on read-across and other NAMs due to prohibitions on animal testing for human health hazard endpoints. CHAs are the foundation of alternative assessments and proactive design strategies, providing actionable information so that individuals can compare chemicals with similar functions and choose alternatives with lower inherent hazard for their application and avoid regrettable substitutions. The use of read-across approaches and other NAMs when conducting CHAs helps drive cost efficiencies and reduces animal testing by avoiding unnecessary or redundant testing to more completely characterize chemicals. We will highlight the most common endpoints for which NAMs are used to characterize hazards and provide insight into our process for identifying surrogate chemicals and utilizing read-across to fill data gaps. Presenters will share case studies highlighting how the application of NAMs to hazard assessment influences proactive chemical management across the value chain from suppliers/manufacturers to regulators. The sustained need for informed decision making about ingredient chemical hazards presents an opportunity for programs such as ChemFORWARD to promote the use of NAMs and Integrated Approaches to Testing and Assessment (IATA) and provide leadership in filling chemical hazard data gaps to better characterize chemical hazards.
